What makes addressing drought more tractable than addressing heat waves in your mind?

I haven’t read the literature on the impact on snowfall specifically rather than precipitation, but presumably disruptions to snowfall could be especially problematic because of its impact on snowpack and stored water in mountain regions that feed watersheds.

I’m on the record as very pro-AC. I hope it continues to expand its footprint beyond just rich countries.

Handling drought on it's own can be hard, but fortunately for the most part we are seeing a combination of more rain and more drought. In other words, more rainfall on average, but also higher variance.

Addressing this mostly requires tech we already have. Storing more water to address drought conditions, better drainage systems during floods, etc. If things get serious we can reach for water recycling or even desalination if it comes to it. Mitigating the impact on ecosystems is harder because water needs to get distributed over such a large area.

Heatwaves seem harder because they require a lot of expensive infrastructure. Are we going to give everyone in poor equatorial regions AC? Are we going to redesign all the houses? Other alternatives like sunshades or irrigation are more speculative, they may not be viable.
